I remember someone posted a website once that had all the skills listed and it said what they use to do and every update that they were changed in. Does anyone have this link or was I just imagining things? Thx a lot.

I remember someone (Arkantos?) posting the Aegis page, don't know if that is what you were referring to.

This site has skill history, and it's easier to navigate than wiki history. Enter the skill in the search box, click the skill name, and then click the history link in the skill description to see all the changes. I don't know if they list when skills were updated, or if the dates correspond to when users uploaded changed skill effects.

edit: It looks like both dates are listed: the date the skill was updated follows the date the skill was updated on the site.

I can see the changes fine in my browser.
Your view seems a little squished compared to mine, which is probably why you can't see it.
